Repec stone on aged?

Can you use a char specific respec stone on an aged item?

 

Say I have a +22 MGS crystal wand... can I use a PRS respec stone on it?  Please and thank you!

Do I do that at Master Shalom or the Mixing Guy?  Ive tried Shalom with the respec stones and super jeras before (for something lower level obviously) and after like 6 times, it never changed once.  So I want to make sure Im using the right person.
