why cant changed to assasin ?

First of all , good morning . I wanted to see the reason why you can not make the change of class assassin ?

Likewise with Shaman they are newest classes in the game

if im not wrong. Change class to shamam and assassin will be available whe 10ppl of each class reach 14x
