Yeah it drop but maybe too low

 

Go D3 (go east from navisko)... the maps 55-70 probably have a better chance of dropping those

 

Also, I see a lot of them dropping at SOD

yeah d3 or maybe ct or forbidden land, all have quite frequent drop

ct2 is the best, jeras and loads of blaze shields (sometimes great shields too!)
