Question about Shaman - Skills 4º Tier DELAY

Hello,

 

In the site, (http://www.realmpt.net/skills/shaman/tier4#skills) the skills 'Judgement' and 'Mourning Pray' has no Delay, but they have (in the level 1).

 

Looking in the fórum i saw the topic Shaman Skills, and there says 'Mourning Pray' has delay after lvl 8. (http://thronum.com/forum/index.php?topic=156610.0)

 

The site is wrong or my char has a bug?
