i think it has the same dalay than before, or a delay that is kinda big. but no  problems at all.

 

now this skill has a different use:

 

like the ice spike from pike, roar from fighter, and shield throw from atalanta, distorctions is some kind of "distraction" to you to be able to run away.

 

I'm afraid all that useful skills in the same tier won't allow us to use them.
