Assasin Finishing Blow Max Lvl (Lvl.10) Cooldown Question

I've been reading the good strategires on Assasin Skill build, and i found most suggest Finishin Blow,

I decided to reset my skill points and maxed out Finishing Blow, but the cooldown seems to never changes,

 

 

Is this what Finishing Blow's cooldown suppose to be at max level?

 

and when I hover may mouse to the green bar, it only says 33% what does that mean?

 

Edit: Btw I just noticed that Finishing Blow's max level Damage boost is only at 100%

but in the Assasin information table, it says 120%, seems that assasin really has some bugs?

The table hasn't been updated yet, u should read the patches instead.

 

FB don't have delay in lvl 10, it boost 100% AD, yes; and it's also the main 1vs1 skill for Assassin

 

The green bar is the percentage of ur skill's training. U have to use it over and over again until it doesnt have delay anymore.

 

P/s: Assassin has good damage but she doesnt have a good survivability, so... only a few guys know how to use this girl ( not me ) u can ask Krika ( im asking him then )

oooooooohhhhhhhhhhhhhhhhhhhhhhhhhhhhh, damn the old school stuff never dies!, so, hmmm its like maturing a weapon? i have too keep on using it till i reach that

awesome cooldown?

Edit: oh so thats why the cooldown became longer when I reset my skill stats.

yeah it sucks especially on grinding, but i think Assasin looks promising, I think it will find its place as it grows,
