The ranking system is based on total exp. A level 160 with 5% will appear higher on the rankings then a 160 with 3%, but will appear lower on the ranking then a 160 with 30%.

 

The exp table after 160 is just absurd. The #1 ranked character has been 160 well over 1 year and has less then 10%.
