It's the +2 bonus stat point per lvl quest.

If i skipped this quest and do it later when im higher, would i miss the +2 bonus stats from the levels that i gained when the quest is available?

Or would it give me all the points that i miss when i complete it.

I know this cause I did it myself last night and I got 42 Points that I skipped.
