When you reach the end of Bellatra, in Navisko Town, an NPC will spawn and present you with an offer to buy an item from her in exchange for Monster Souls (which you obtain by killing bosses inside Bellatra). Sometimes she offers you a chance to buy that armor/robe (for 30 Monster Souls). It's rare and hard to get though, because it has awesome stats for low level players. :)
