If you mean the special Sports thing, then that was apparently given from Gift Boxes.

The Soccer Suit though can be bought from the Soccer NPC guy near the Xmas Girl for 275k.

The Soccer Suit its from the an in-game Event "HIDE AND SEEK".

Sometime a GM make this Event and gives special or rare items =).
