Wind Arrow Delay?

My memory says that the skill Wind Arrow receives some delay after a certain level. I thought it was either level 6 or 7, at which the delay is added. But here (http://www.realmpt.com/skills/archer/tier1#skills) it says Delay: none. None at all, in Wartale? Can anyone clearify this for me? Does anyone know, from experience, that you can upgrade Wind Arrow to lvl 10, without receiving any delay whatsoever?

I use Level 10 Wind Arrow. There's no delay.

But! Ava just got a very nice buff too. :]

 

However the obvious argument as always: WA is safer, and an obvious choice for PvP
