Fighters need attack rating to not miss attacks and beat opponent's defense.

That depends on your purpose, if your focus is lvling up, your mix must be critical cause you almost dont miss your attacks on xp maps. However if you want to hunt/pvp youre going to need attack rating. Hopes that i help.
