I think it is a bug, if caravan does not go with you it really defeats the purpose of having one. I do not need a warehouse next to a city warehouse.

There’s no skill balance yet .... its a major update to fix bugs & few changes.

But agree the rebalance is one of the most important things here, some people can’t enjoy fully their char & can’t exp/hunt.
