Is it the lvl that you are to make the downtime (for example spark) to be quicker??

I had it at lvl 3 or something and the downtime was less then a second and lvl 5 now and the down time is longer.

You have to train your skill to 95-100% before you have no "downtime", just have to keep using it, get a skill stone or use the Ruinen Bridge training trick.

 

Open your skill tap "S" and look at the green bar, that's how much you have it trained.

You just alt tab attack a mule until your skill gets to 100%

Also I would suggest making spark lvl 10 and then train it so that you don't have to redo it. Every time you level up a skill then it goes down a percentage and you have to retrain it, which is annoying.
