Respec SB Amulets

Hiie everyone, i recently noticed that some amulets from set boss (Tulla/Throne/Kelvezu) come with perf stats of HP/MP/STM, is it like that in general? and if I respec my t-amulet with 70 hp/stm/mp with Base Rune only to get better regen stats, it'll change all the stats or only the regen?

Check here. The permanent HP/SP/MP from the boss amulets are all static.
