Report Section became visible again.

For reasons unknown, the Report Section become public again. I don't know if it was a bug or an intended change. If it was a bug, @Wartale should make it private again.

It is not bug, we open it to public so everyone can see how we handle the report fairly between all players.

"GM ban me because I am in this clan, but he/she never banned anyone from this clan.... for same reason"
