Yep... And if I remember correctly witch hats also spawn around the town. You receive a reward when you loot them.

And if youre standing in town awhile, the server will drop a halloween gift thats a large glowing pumpkin or witch hat that you can pick up and it will be one of the items you can get by turning in candy.
