Yes you can, like normal items depends on lvl req of customs and there sheltoms to lvls you will find npc in Atlantis at entrance of map hopys there selling sheltoms for low lvl , each 2 can respec on mix npc.

-agree w/bbuddy, yes costume can be respected but more yes that everything in the game should be respected.

May i ask tho,

Whats the purpose of giving spec or stats for that matter into a costume to begin with?

If you wear a costume and an armor, the effect from the armor takes place while the costume dosen't.

If you wear a costume only (either slots) the effect from the costume takes place.

 

Am i wrong here or have i missed somthing?

I clearly couldn't see any difference when i experimented with this.
