Do anyone know if i can respec a -as- summer cloth to ata spec?

Yes, check the lvl of the armor to choose the correct respec item: gyfu, nied, jera, dagaz etttcccccc

You can respec female/male armour/robe to same item gender and type. For example, a female armour like the one you have won't ever turn into a male armour nor a female/male robe.
