I have one perf 100% and i give a check and well it isnt give -10 and if both give the same ststs at deff and abs

no actually ur wrong , its when u ADD 100 def then u gain +1 extra abs.
for example: if u have 2 armors with the same abs but 1 gives 200 def and the other gives 300 def , u will gain +1 abs when u use the 300 def armor.
