(Help) Metal armor not working?

Hello everyone!

 

I've been playing mech for a few hours now and i can't make Metal Armor to work. When i click or when i use the hotkeys to activate it in battle, it just doesn't activate. Is the skill bugged? Is something wrong? I'm using Claw and Shield and the lv 75 rare armor from the quest.

 

I'd love some insight, thank you. As a completely unrelated topic, does anyone know how to make the hotbar appear again? I closed it accidentally and i don't know how to make it appear again. Thanks

Press "B" to open the skill bar again!

Metal armor just works if u are using some armor with MS spec.
