can no spec item have spec through mix?

question - can i use the Respec mix to make a none spec item to have one?

is there an other way to a none spec items become spec item?

Yes. You can respec the item yourself To have a random spec or using a class spec rune to have a specific one.

i tried to do that with none spec item, it says  it was successful yet nothing happen.

so im asking specificly about items that has no spec - can they become with spec?

Yes. You were just unlucky. Try many more times.

That's why I hate respecing. One time I tried to respec my Ring. After 50 cycles. I got every frikking spec and NS except my own spec. 

And when I got my own spec, stats succkked. 
 

I must be the most unlucky person regarding repecing.
