How do people get those Blue glowing armor skins ?

I heard you get this when you send a private donation to staff or something like that , but i dont know how people are really getting them. I cant find any info on the wartale website 

on how to obtain that glowing blue armor skin.

Thats an old armor. Long long time ago.
