Error in Aging?

I am looking at a +12 runic shield with level requirement of 121 and a +11 runic shield with level requirement of 119. The basically are the same items yet there's a two level gap. How can this be possible?

Just the old and new item status on items level 114 and 115. Not an error.

Alright thanks. Does it apply to all 114/115 items? what about 116 items?
