HOW TO SHORTCUT SKILLS FROM TIER 5?

Well i have a mage lvl 102.. and i want to shortcut the new spikeskill from mage but i cannot able to do it.. or not like normal mode.... right mouse click then F1...F2...F3.. etc... what happen with it

thanks, I was wondering this too. it was frustrating always opening the skill window
