Babel problems???

So this is the second time this has happened.  Heart of Perum on Zues server.  I am in the spot I know where Babel spawns.  I have seen him spawn there so many times and the map also indicates that is where he shows up.  The announcement says he has spawned.  His rain of fire comes down twice.  And yet he is not there.  Is something wrong with him?  Is it a bug?

He spawned at Railway of Chaos.

Does he only spawn at one or the other?  I thought he spawned in both maps.
