Well up you have RocketDock , quite simple to use and install =)

And then on the right it's Rainmeter with the Omnimo UI (Download on the right) used This guide for that (Note: just skip the reading to Instal Omnimo).

This took me quite some time (not to install, but to get all the stuff right how i wanted it to be)
