Question about buying accounts

Wondering if it is allowed to buy and sell accounts for real money $$$. And, in case something goes wrong on one side, Lets say i pay but the seller doesnt give me the account and i have proof that i payed, does GM help out? Or its not their problem anymore? Thanks
